A CDL learner’s permit is valid for one (1) year. The CDL learner’s permit may not be issued or extended for a period exceeding one (1) year from the issuance date of the original permit. A $5.00 fee is required upon issuance.

All CDL knowledge tests are by walk-in only and can be completed at any division facility. At a minimum, an applicant will complete the General Knowledge test. Depending on the class of license or endorsements you are applying for, there may be additional testing.

Once the appropriate knowledge exams are passed, a fee of $5.00 will be assessed and you will be issued a Commercial Learners Permit (CLP) which will allow you to drive a Commercial Motor Vehicle (CMV), accompanied by another licensed CDL driver. You may only drive the vehicle you tested for and only with a CDL driver qualified in the same type of CMV. You must hold your CLP for a minimum of 14 full days before you are able to perform the CDL skills exam.
Delaware DMV CDL requirements
- Be 18 years of age with 1 year of driving experience for driving intrastate
- Be 21 years of age with at least 1 year of driving experience to drive interstate commerce or to transport hazardous materials
- Delaware resident
- Not denied, suspended, disqualified, expired, revoked or cancelled in Delaware or any other state
- Able to obtain medical certification under the Federal Motor Carrier Safety Regulations Under Part 391.41 – Physical Qualifications for Drivers
Types of Delaware DMV CDL
CDL Class A License
This license is required when the vehicle’s combination registered, actual or gross vehicle weight rating (GVWR) is over 26,000 pounds, and the vehicle is towing a vehicle with a registered, actual or GVWR over 10,000 pounds.
CDL Class B License
This license is required when the vehicle’s registered, actual or rated weight (GVWR) is over 26,000 pounds, and it is not towing another vehicle over 10,000 pounds GVWR.
CDL Class C License
This license is required for vehicles under 26,000 pounds when vehicles are designed to transport 16 or more persons, including the driver, or for vehicles required to be placarded for carrying hazardous materials (HAZMAT).
CDL Endorsements
To get the endorsement the applicant must pass a knowledge test and a skills test. If the vehicle has air brakes the applicant must pass the air brake knowledge test. Note: The applicant must also pass the skills test for the class of vehicle he/she wishes to drive.
